Supplier A quotes $42 per housing. Supplier B quotes $44. For an order of 100, B is nevertheless $150 cheaper because it includes freight that A charges separately.
That is the kind of difference your NetSuite RFQ comparison should make visible. Start with technically acceptable offers, then calculate the cost of the quantity you actually need on the same basis. The worked comparison below shows the arithmetic and how to handle unanswered terms before awarding the contract.
The purchasing RFQ establishes the specification and quantity scenarios vendors should price. The worked example compares their responses on the same basis.
Confirm that the suppliers priced the same requirement
Confirm that every supplier priced the same item and specification revision. Convert quoted units into a common basis. Record currency, quantity tier and which charges the supplier included. Leave unknown values marked as unresolved.
Oracle’s RFQ entry documentation explains the buying parameters you can request. Align your review sheet with the RFQ you actually sent, including any later clarifications.
A blank field should remain an open question. Ask the supplier whether freight is included, which quantity activates the rate, or what event starts the stated lead time.
Work through a complete purchase scenario
Assume the buyer needs 100 housings. Both offers cover the same approved specification, use USD and meet the required date. Ignore tax and other costs for this limited example.

Vendor B costs $150 less in this scenario despite the higher unit rate. If Vendor A’s freight covers several releases, or Vendor B requires a larger minimum order, rerun the comparison with those terms. Do not carry the result into another purchase scenario unchanged.

For repeat production, add the costs your own plant would incur under each offer. NIST MEP recommends examining total cost and supplier capabilities, including the work a supplier can perform before delivery. A higher purchase price can be worthwhile if it removes an expensive operation in your plant.
Extend the housing example with a separately identified scenario: A needs $300 of incoming preparation while B arrives ready for the agreed next operation. B’s advantage then grows from $150 to $450. Use a confirmed routing and labor estimate for that preparation. Keep one-time qualification or tooling costs separate, so a first purchase and an annual volume comparison do not imply the same economics.
Resolve specifications and delivery before choosing the supplier
A comparable cost does not resolve a different specification. Add a decision log next to the commercial comparison:

Use an explicit status for each exception. A weighted score can obscure a disqualifying condition if a low price compensates numerically for a requirement that cannot be waived. Have the responsible owner decide which requirements are mandatory before scoring offers.
Use the NetSuite award view with the reviewed evidence
Oracle documents the Awards subtab and vendor comparison, including rate and term comparisons. The award process creates purchase contracts. Use the approved response version and preserve the reason for choosing a supplier.
Record the comparison scenario, accepted exceptions and approval. If the supplier changes its quote, repeat the affected checks. The buyer should be able to explain the award later without reconstructing a conversation from memory.
Feed confirmed costs back into sales
In the NetSuite quoting process, the supplier award may change the economics of a customer offer. Recalculate the selling-price and margin basis, then send any affected concession through commercial approval before sales releases it.

Treat the rate view as one input. Compare the relevant quantity scenario, stated charges and required terms. A technically different offer may not be an acceptable substitute at any price.
How should we compare suppliers that quote different units?
Normalize the offers to the same required quantity and unit basis. Preserve the original units and conversion so another buyer can check them. Clarify ambiguous packaging with the supplier.
Can AI fill gaps in a vendor quotation?
It can identify missing information and prepare a clarification. It should not invent freight, minimum quantities or delivery commitments to make a comparison appear complete.
Does the CSV upload directly into NetSuite?
No. It is a worked comparison worksheet. Use your account’s supported process to record and approve the actual vendor responses.
