NetSuite CPQ and AI quoting solve different problems.
NetSuite CPQ answers, “Which approved product can we sell, at what configured price and with which output?” It starts from a maintained product model.
AI quoting answers, “What did this customer ask for, what evidence do we need, which decisions remain open and how do we get to an approved quote?” It starts from the customer request.
That distinction decides the purchase. If reps already receive complete configuration inputs and struggle to select valid options, NetSuite CPQ is the right system. If reps receive emails, drawings, specifications and spreadsheets that require engineering, sourcing, costing and approval before anyone can configure a product, Bourne is the better fit. If both conditions exist, use both and give each system a clear job.
This guide compares NetSuite CPQ Configurator, NetSuite CPQ AI Assistant and Bourne across the full industrial quote-to-order workflow.
The recommendation in one table
| Situation | Best fit | Why |
|---|---|---|
| Reps know the product inputs but need valid combinations | NetSuite CPQ Configurator | It enforces maintained product rules and creates configured transaction output |
| Reps want conversational help choosing options inside a ready CPQ product | NetSuite CPQ AI Assistant | It proposes options from natural-language input within the Configurator |
| Customers send messy RFQs that require technical and commercial work | Bourne | It reads the request, gathers evidence and coordinates people and systems |
| Quotes need CPQ plus engineering, sourcing, approvals and PO review | Bourne with NetSuite CPQ | CPQ owns product logic; Bourne runs the wider workflow |
| The business sells clear catalog items | Native NetSuite estimate, with Bourne if preparation remains manual | The item and price may already be enough |
| Every job contains new engineering | Bourne with NetSuite, engineering and product systems | A configurator cannot define an unapproved design |
For industrial OEMs whose main delay comes from reading customer documents, resolving requirements, retrieving prior work, asking suppliers, building cost, approving risk and reconciling the order, Bourne is the best fit. Those are the valuable problems that sit around the product model.
For companies whose main delay comes from selecting a valid combination inside a product family, NetSuite CPQ is the best fit. It gives the approved product model an enforceable interface and downstream output.
Compare the products by responsibility
Oracle describes NetSuite CPQ as a collection of SuiteApps. The current NetSuite CPQ overview lists Configurator, AI Assistant, Manufacturing, Ecommerce Integration, Proposal Generator, SuiteCommerce Integration and Guided Selling. A proposal may include only part of that set, so compare the actual components in scope.
| Responsibility | NetSuite CPQ Configurator | NetSuite CPQ AI Assistant | Bourne |
|---|---|---|---|
| Starting point | A CPQ product with questions, answers and rules | A CPQ product prepared for the assistant | A customer request and connected company records |
| Main job | Enforce product logic and create configured output | Guide the user through that product in conversation | Prepare and run the quote workflow around the request |
| Product validity | Explicit CPQ rules and validations | The underlying CPQ rules still govern | Reads approved product data and sends exceptions to a reviewer |
| Customer files | Not its primary working model | User supplies natural-language needs in the assistant | Reads email, PDF, spreadsheet, drawing schedules and other connected records |
| Technical clarification | Can expose options and validations | Can ask follow-up questions about the configured item | Builds a source-linked engineering review and tracks the answer |
| Historical-job research | Outside the core configuration model | Outside the documented assistant scope | Retrieves comparable work and shows why it matches |
| Supplier RFQs | Outside the core configuration model | Outside the documented assistant scope | Prepares packages, compares responses and routes supplier decisions |
| Costing | Configuration-based pricing and manufacturing inputs | Uses the configured product | Can assemble cost evidence across ERP, suppliers and prior jobs |
| Commercial approval | Uses NetSuite transaction and workflow design | Same transaction context | Builds the exact approval app and evidence required |
| Proposal | Proposal Generator can create documents from configuration and transaction data | Uses the selected configuration | Can prepare the full response across requirements, exceptions and connected work |
| Manufacturing output | Manufacturing can add materials and routing to work orders | Uses the configured result | Sends approved output to the owning product or ERP records |
| PO review | Outside the core configuration model | Outside the documented assistant scope | Compares the PO and contract with the accepted offer |
| Cross-system work | NetSuite-centered SuiteApp flow | NetSuite-centered assistant | Apps, agents and automations across connected systems |
| Best buyer | Company with a maintained configurable-product model | Company already using ready CPQ products that wants conversational configuration | Company with document-heavy, cross-functional customer work |
The table shows why “CPQ or AI?” is the wrong first question. Ask which work causes the delay and which record owns each decision.
What NetSuite CPQ Configurator does well
NetSuite CPQ Configurator represents configurable items as products. Oracle’s product documentation explains that a product contains the business logic and interface, while a base item places the configured result on a transaction. The user’s selections live in a configuration record.
Configurator is strong when engineering can define:
- the questions sales may answer
- the allowed choices
- the combinations the company supports
- required and incompatible options
- price effects
- additional transaction lines
- transaction field mappings
- materials and routing
- validation before submission
That explicit model matters. A rep cannot talk an approved compatibility rule into a different result. The product team can review the rule, test it and release a new version.
With NetSuite CPQ Manufacturing, the configuration can add active materials and routing steps to work orders. With Proposal Generator, it can create customer documents from transaction and configuration data. With Guided Selling, users can filter a catalog and add suitable items to transactions.
Choose Configurator when the product family has many valid outcomes but clear engineering boundaries. It fits configure-to-order products, maintained packages and repeatable options.
It will not read an entire customer pursuit and decide which facts govern. If the buyer’s drawing conflicts with its specification, the configurator can enforce the option selected by the user. It does not establish which customer document the company should accept.
What NetSuite CPQ AI Assistant does
NetSuite CPQ AI Assistant adds a conversational interface to Configurator. Oracle released it in NetSuite 2026.2 and documents it for supported accounts and language settings.
Oracle’s AI Assistant documentation says that the user selects a configurable item, describes what they need and receives specified and recommended options. The user can apply all, some or none of the suggestions. Oracle also states that the user remains responsible for validating or approving the recommendation.
The product must be ready for the assistant. Product builders add AI descriptions to the product, questions and answers, meet readiness criteria and choose where the assistant appears. Oracle’s setup guide says the assistant appears only after the product reaches Ready status and the administrator enables it for a launch location.
This makes the assistant useful for a buyer or rep who can describe the desired product but does not know the option interface.
Example:
I need the larger transfer skid for an indoor plant, 480 V, with pressure and flow instrumentation.
The assistant can map that request into the prepared questions and answers, explain the selections and let the user apply them. The CPQ product still supplies the valid range.
The documented scope does not turn it into a complete RFQ operating system. Oracle tells product builders to prepare the product model and its AI descriptions first. The assistant works with that model. It does not replace the upstream work of reconciling a drawing set, obtaining a supplier price, reviewing a customer contract or comparing the PO with the accepted proposal.
What Bourne does around the configuration
Industrial buyers often describe the work through a package:
- request email
- line-item spreadsheet
- specifications
- drawings and revisions
- performance data
- contract terms
- required documents
- response deadline
Bourne reads that package and builds a case around it. The application can identify requested items, quantities, units, requirements, revisions, delivery needs and gaps. It can retrieve the connected customer, prior jobs, current product data, supplier evidence and commercial records.
The team sees the proposed answer beside its source. A technical conflict goes to engineering. A missing supplier commitment goes to sourcing. A margin or term exception goes to the person with authority. After approval, Bourne completes the permitted action in NetSuite or another owning system.
This is why Bourne wins when the valuable work spans the company:
- It starts before product selection. The request can arrive in the customer’s language.
- It handles evidence. Reviewers see the document, record, version or prior job behind a proposed value.
- It handles real exceptions. The workflow does not force an unknown design into a standard option.
- It crosses systems. Bourne can connect email, documents, CRM, ERP, product and supplier tools through its native integrations.
- It continues after the quote. The same application can support PO comparison, order release, engineering handover and change control.
- It fits the operation. Bourne Solutions can build the app, agent and automation around the customer’s actual roles and approvals.
The visible product view in this article shows one example. Two customer documents name different material requirements. Bourne prepares the comparison, identifies the conflict and shows engineering the source for each statement. Once engineering decides, the approved answer can become a CPQ input or another controlled quote input.
Follow one RFQ through both systems
An industrial OEM receives an RFQ for four transfer skids. The package includes a spreadsheet, process specification, electrical schedule and customer terms.
1. Bourne prepares the request
Bourne creates the opportunity work record, collects the files and identifies the controlling revisions. It extracts quantity, duty, voltage, enclosure, instrumentation, site, delivery request and contractual response items.
The process specification and electrical schedule disagree on voltage. Bourne does not guess. It prepares a clarification with both sources and assigns the decision.
2. Engineering resolves the conflict
The engineer selects the governing requirement or sends the customer a question. The answer returns to the case with the reviewer, date and source.
3. NetSuite CPQ configures the approved product
The resolved inputs enter the maintained transfer-skid product. Configurator validates the model, voltage, enclosure and instrumentation combination. Its rules activate the correct price, transaction lines, materials and routing.
4. Bourne completes the wider quote work
The customer requests a nonstandard documentation package. Bourne prepares the required deliverables and routes the exception. It also retrieves a supplier commitment for one instrument, assembles the cost and shows the approver the price, margin, delivery and open conditions.
5. NetSuite records the approved estimate
After approval, the integration writes the agreed result to the NetSuite estimate with the configured line, commercial lines and mapped fields. NetSuite remains the quotation record.
6. Bourne compares the order
The customer PO changes payment terms and references an earlier drawing. Bourne compares the PO and contract with the exact accepted proposal and configuration. Finance reviews the term. Sales obtains the correct drawing reference. Only then does the company release the order.
NetSuite CPQ did its job: it produced a valid product. Bourne did its job: it got the company from an ambiguous request to a controlled product and from an accepted offer to a clear order.
Buying guidance by product type
Clear catalog items
If the customer supplies exact item numbers, units and delivery requirements, a native NetSuite estimate may be enough. Oracle calls the sales quote an estimate transaction.
Add Bourne when reps still reconcile customer aliases, prior purchases, agreements, availability, delivery or line-item spreadsheets. Do not buy a configurator to solve an item-identification problem.
Configured standard products
NetSuite CPQ is the right foundation. Build the questions, rules, price and downstream output once. Let sales configure the approved range.
Add the CPQ AI Assistant when users benefit from conversational guidance inside that range. Add Bourne when the customer’s request still needs document reading, technical clarification, supplier input, cost assembly, approval or order review.
Configure-to-order products with engineered exceptions
Use CPQ for the standard family and Bourne for the boundary. The application should recognize when the request leaves the model, prepare the evidence and route the exception. Engineering decides whether the result remains one-time work or becomes a new reusable option.
This combined model usually gives industrial OEMs the best result. Standard work moves quickly. Engineering sees only the real exceptions.
Engineer-to-order systems
Choose Bourne first when each pursuit begins with new requirements and cross-functional decisions. The workflow can still use standard modules, items or sub-configurations from CPQ.
Do not create a giant CPQ model that pretends every new design is an option. Preserve engineering authority and make the decision visible.
Compare the implementation work
Neither product succeeds by installation alone.
NetSuite CPQ implementation
Expect work to define and maintain:
- product records
- questions and answers
- rules and validations
- base and additional items
- pricing records
- mappings
- proposal content
- materials and routing
- test cases
- product versions
- roles and permissions
The NetSuite product-configuration guide explains the item, configuration and manufacturing record choices. The rule guide provides a worked rule model and release test.
NetSuite CPQ AI Assistant implementation
Expect the CPQ product to exist first. Product builders then prepare AI descriptions for the product, questions and answers, meet readiness criteria and select launch locations. Test the assistant’s suggestions against the same product decision table used for manual configuration.
The assistant does not remove product-model maintenance. It depends on that maintained model.
Bourne implementation
Expect work to define:
- request channels
- governing source records
- extracted fields and confidence rules
- item and customer matching
- engineering and commercial decisions
- supplier steps
- approval authority
- NetSuite field mappings
- permitted reads and writes
- retry and failure behavior
- review interface
- outcome measures
Bourne Solutions can build the first application with the customer. The same platform then supports more apps, agents and automations across the industrial customer lifecycle.
Define system ownership before integration
A combined deployment needs clear ownership.
| Decision or record | Typical owner |
|---|---|
| Customer request and source package | Bourne case linked to the source systems |
| Product questions, answers and compatibility | NetSuite CPQ |
| CPQ configuration | NetSuite CPQ configuration record |
| Product engineering exception | Engineering record and named reviewer |
| Current customer and item master | NetSuite |
| Supplier response | Sourcing system or controlled supplier record |
| Estimate | NetSuite |
| Approval evidence and task state | Bourne application, with approved result written back |
| Proposal | Chosen document system tied to estimate and configuration revision |
| Customer PO | NetSuite or document system |
| PO-to-quote difference | Bourne review record |
| Sales order | NetSuite |
| Released product definition | PLM or governed product system |
| Work order | NetSuite manufacturing or the owning manufacturing system |
Do not calculate the same configured price in Bourne and CPQ. Do not store a second item master in the AI application. Bourne should read the owning records, prepare the work and write the approved result to the system that owns it.
Test a combined deployment with real cases
Use recent quotes, not a clean demonstration created for the project.
| Test case | What it proves |
|---|---|
| Complete valid request | Straight-through preparation and configuration |
| Missing required input | Useful question and blocked release |
| Conflicting documents | Source-linked clarification and no silent guess |
| Invalid CPQ combination | Product rules stop the configuration |
| Engineering exception | Work leaves the standard path with an owner |
| Supplier delay | Cost and delivery evidence update before approval |
| Quote revision | Source, configuration and proposal stay on one revision |
| Customer PO difference | Order review finds the changed commitment |
| Integration timeout | Retry does not create a duplicate estimate |
| User without authority | Restricted action stops at approval |
Measure request-to-ready time, quote cycle time, engineering touches, rework, approval time, PO differences and estimate-to-actual variance. A faster draft has little value if the team still rebuilds the scope before order release.
Compare cost on the complete workflow
Do not compare one CPQ license with one AI usage number. Build the total cost for the work you need.
For NetSuite CPQ, include the SuiteApps in scope, implementation, product modeling, rule maintenance, proposal work, manufacturing setup, administrator time and testing after product changes.
For Bourne, include implementation, connected systems, application scope, model usage, review volume, support and the additional workflows the platform will run.
Then compare the current operating cost:
- sales and engineering hours per quote
- supplier coordination
- duplicate entry
- quote rework
- missed or late bids
- margin lost through incomplete cost
- order changes caused by quote-to-PO differences
- product-data cleanup
The buying decision should follow the expensive constraint. If product-rule mistakes cause the loss, invest in CPQ. If people spend most of the cycle finding facts and chasing decisions outside CPQ, invest in Bourne. If both costs matter, a combined deployment is cheaper than forcing one product to imitate the other.
Our recommendation
Buy NetSuite CPQ when you need a maintained configuration model inside NetSuite. It is the right product for valid combinations, configuration pricing and configured transaction or manufacturing output.
Enable NetSuite CPQ AI Assistant when that product model already exists and users need conversational help selecting its options. Test every suggestion, as Oracle requires, against the approved configuration.
Choose Bourne when the customer request starts before the product model and the work continues across engineering, sourcing, costing, approvals, proposal, PO review and order handover. For that industrial workflow, Bourne is the stronger product because it can carry the evidence and decisions across the whole process.
For many industrial OEMs, the best architecture is simple:
- Bourne prepares the customer request and exceptions.
- NetSuite CPQ validates the standard product.
- Bourne coordinates the remaining technical and commercial decisions.
- NetSuite records the approved quote and order.
- Bourne checks that the customer order still matches the accepted offer.
The customer gets a faster answer. Engineering retains authority. NetSuite retains the transaction. The configured product and the wider customer promise stay connected.
Frequently asked questions
Does NetSuite CPQ already include AI?
NetSuite CPQ Configurator 1.8.0 introduced the CPQ AI Assistant in NetSuite 2026.2. For supported accounts and languages, it guides users through a prepared configurable item and proposes options from natural-language input. The user remains responsible for validating the recommendation.
Is NetSuite CPQ AI Assistant the same as AI quoting?
It covers conversational product configuration inside NetSuite CPQ. A full AI quoting workflow can also include RFQ intake, document comparison, item research, supplier RFQs, cost assembly, engineering review, commercial approval, proposal work and PO reconciliation.
Can Bourne replace NetSuite CPQ?
If the company relies on maintained configuration rules, Bourne should use that product model instead of recreating it. If the company sells catalog items or engineer-to-order work without a useful configuration model, it may not need CPQ. Bourne can still prepare and coordinate the quote around NetSuite.
Can NetSuite CPQ replace Bourne?
NetSuite CPQ can solve the product-configuration part. It does not cover the full document-heavy, cross-system workflow described in this guide. If those surrounding steps create the delay, the company still needs a process and application for them.
Which product is better for engineer-to-order manufacturers?
Bourne is the better starting point because engineer-to-order work begins with requirements and decisions that no approved option model contains yet. CPQ can still handle standard modules and released reusable choices.
Can Bourne create NetSuite estimates?
Yes, within a configured integration and approval design. The implementation maps the customer, items, configuration references, price, terms and other required fields to the customer’s NetSuite account. NetSuite remains the estimate record.
Should the products calculate price separately?
No. Define one owner for each price component. If CPQ owns configuration price, Bourne should retrieve that result and add the other approved commercial evidence around it. Parallel calculations create disputes and reconciliation work.
Do we need Proposal Generator if we use Bourne?
Use Proposal Generator when it fits the document requirement and the NetSuite data already contains the approved content. Use another document path when the response requires wider evidence, narrative or approvals. The important control is that the document matches the accepted configuration and estimate revision.
